The meeting was started by The President welcoming the gathering and started with the agenda for the General Body meeting.

SEMI Lifetime achiever award was announced for the first time in recognition for development of Emergency Medicine in our country and the award was given to Dr. K.Hari Prasad, CEO, Apollo Hospitals, Hyderabad

EMCON2011 held at Kolkata with more than 750 delegates participating in this event

SEMI members were requested to send their details to semimembers@googlegroups.com along with their photographs scanned

It was decided to convert 1year Fellowship programme to 3years Masters in Accident & Emergency Medicine for which a structured syllabus to prepared by the Academic Council & to be submitted at the earliest.

Dr.Mahesh Joshi informed he would like to sponsor for 2 special mention awards for young researchers on the name of his father

IJEM journal was released by SEMI – West Bengal chapter

Indian Resuscitation guidelines prepared by seven societies including SEMI - was released by Mr.Shivaraman

Guidelines for Emcon/Intem were prepared & submitted by eminent Emergency Physician Dr.Anantharaman from Singapore which was passed in the AGM with active promotion of the venue for atleast 2 years. For future conferences the material should be strictly from Emergency Medicine with a SEMI appointed scientific committee.

Nearly 145 new registrations were made during the last year to the society

It was decided to permit Apollo Hyderabad on behalf of SEMI to bid for ACEM2017 and Dr.Sri Hari/Dr.Tausif were given permission to bid ICEM 2018 to be conducted at Chennai on behalf of SEMI.

Dr. V.P.Chandrasekaran President SEMI was officially invited by Board of members - Medical Council of India to discuss regarding formation of Curriculum for M.D. Emergency Medicine on 12th Sep 2011. The Curriculum was submitted to Hon. Health Minister Shri. Gulam Nabi Azad and MCI Members.

ANNUAL GENERAL MEETING OF SOCIETY FOR EMERGENCY MEDICINE, INDIA (SEMI) AT INTEM2010 (13.11.2010, Saturday)

The meeting started at 06.00pm which was chaired by the President – Dr. S.Sasikumar.

Dr. V. Anantharaman & other national members of the Society.

 
  The President started with his Presidential Address and he discussed the various achievements during his tenure and also he appraised about the importance of recognition by Medical Council of India towards MD (Accident & Emergency Medicine).
 
He also appraised to the members that he made a visit to Trivandrum in 2009 to meet Dr. Kesavan Kutty, Vice President of MCI, where he briefed him about the activities of the Society & discussed about MCI recognition for existing Emergency Physicians, various EM Residentship Programmes that are being conducted across the Country. Dr.Sasi said, he also visited Government Medical College, Trivandrum for arranging short courses in Emergency Medicine.
 
He also mentioned about his meeting with Dr. Indrajit Ray, Chairman of PG Committee, MCI in 2009 regarding MCI recognition for existing Qualified Emergency Physicians.
 
He said that there was a meeting with Dr.A.K.Sood, Executive Director, National Board of Examinations where he submitted the Curriculum & Syllabus for DNB (EM) Residentship programme.
 
Dr.Sasi added that he had a meeting with the Board of Governing members of MCI in 2010 –Dr.S.K. Sarin, Dr.Gautam Sen, Dr.Sita Naik & Dr. Prasanna Raj where the educational activities of the Society was briefed, Curriculum & Syllabus for MD (Emergency Medicine) Residentship Programme was submitted.
 
Dr.Sasi said, he represented SEMI in the recently concluded International Federation for Emergency Medicine(IFEM) meeting held at ACEP SA 2010 venue in Las Vegas, USA.
 
Dr.Sasi said RTI (Right To Information) has been filed at the Dept. of Registrar of Societies, Andhra Pradesh asking for all the details about SEMI since its conception.
 
Dr. V.P.Chandrasekaran appreciated Dr. Tamorish for helping the organizers of INTEM2010 by providing Rs.6 Lakhs from sponsors and Rs.2 Lakhs for the Key note speaker.
 
Dr. Anantharaman requested all the members to continue with the proceedings and suggested that the new office bearers to address all the issues.
 
Dr. Sohil requested to conduct AGM atleast twice a year and to have advisory board including both National and International Faculty, to solve the issues.
 
Dr. Sasi, raised the issue of MCI recognition through the colleges/ universities for the benefit of the existing Qualified EM Physicians for which Dr.T.V.Ramakrishnan said he will request his University to take steps for recognition of MD (EM) Degree retrospectively.
 
Dr. Sasi raised about Academic Council and the next Conference venues, but
Dr. V.P.Chandrasekaran intervened saying it will be decided by the next office bearers.
Dr. Anantharaman suggested forming the advisory committee, but Dr. Shamim suggested that it is the responsibility of the newly elected office bearers to form it.
 
Dr. Tamorish agreed with all the above points & questioned who will be communicating with the society.
 
Dr. Sasikumar informed with great difficulty he opened a Bank account for SEMI at Chennai in a non nationalized bank - Karur Vysya Bank as it did not stress on Original documents, Constitution, PAN Card etc.
 
Dr. Tamorish read all the details of audited SEMI account.
 
Dr. Tamorish gave a detailed report on the financial details for the period 2008 - 2010 and informed the members that the balance as of today is Rs.4,00,498.37 + 1,00,000 (Seed money returned by Dr.Subroto), total Rs.5,00,498.37.
 
SEMI members accepted all the accounts presented & requested the Chair to announce elections.
 
Elections were declared opened by the President
 
First- Elections were held for the Post of President, there were two candidates Dr.V.P.Chandrasekaran & Dr. Sourabh Kole which was won by Dr.V.P.Chandrasekaran with a margin of 53 votes.
 
Secondly the election took place for the post of Secretary; Dr. P.Sathish Babu won the election unanimously followed by Dr.T.S.Srinath Kumar who won unanimously for the post of Joint Secretary.
 
There was an election for the post of Treasurer between Dr. Prakash Mohanasundaram and Dr. Arijit Bose wherein Dr. Prakash Mohanasundaram won by a margin of 52 votes.
 
Further to, the elections for Zonal Vice President took place as follows:-
 
1.
Dr. Tamorish Kole – Elected unanimously for North Zone
 
2.
Dr. Khusrav Bhajan – Elected unanimously for West Zone
 
3.
Dr. S.Senthil Kumaran - Elected unanimously for South Zone
 
4.
Their was an election for East Zone where in the competition were between Dr. Ansu Prakash, Kolkata and Dr.Sashibha Barman, Assam though Dr. Sashibha won it, she stepped down with the request of Dr.V.P.Chandrasekaran to pave way for Dr.Ansu for being a senior faculty in Emergency Medicine in that zone.

There were no takers for Central Zone

At 7.20pm the new office bearers were invited by the out going President Dr.S.Sasikumar to take over and wished them Good Luck.

The new President Dr.V.P.Chandrasekaran gave his Presidential address with great support from the members and the new office bearers. He made the following promises

The newly elected President made an announcement for future EMCON’S & INTEM after discussing with the floor
2011 (EMCON): There was a tie between Coimbatore and Kolkata, the President requested both to decide and come to a consensus, Dr. Prakash Mohanasundaram, Coimbatore gently stepped away for Kolkata and it was decided that the EMCON 2011 will be held in Kolkata
2012 (EMCON): Dr. Shamim Ahmed Bhat requested the members to give an opportunity to host the Conference in Srinagar, Kashmir which was accepted by all the members.
2013 (EMCON): Dr.Venugopalan P.P requested the members to give an opportunity to host the Conference at MIMS, Calicut which was accepted by all the members.
2014 (INTEM): Dr.Prasad Rajhans requested on behalf of Dr. Kushrao Bhajan to give an opportunity to host the Conference in Mumbai which was accepted all the members.
The President gave vote of thanks and requested all the SEMI members to extend their support for the next two years.

- Many members complained that who ever registered at INTEM 2006, New Delhi didn’t receive the membership card

Dr. Suresh David, Vellore and Dr.Mabel Vasnaik, Bangalore suggested that instead of advertising in JIMA, suggested to keep registration options available on SEMI website

Dr. Sri Hari, Chennai also suggested for online registration

Dr. Tamorish Kole, Treasurer of SEMI suggested that there should be different registration fee for international faculties

Dr.V.P.Chandrasekaran, Salem suggested that lot of Australian faculty is interested in SEMI, so they should be given a chance for registration

Dr. George Abraham suggested for FCRI type regulations for registration which is followed in western world
 
-
Dr. Anantharaman, Singapore suggested to formulate a criteria for defining a membership E.g.: Who can register other than Emergency Physicians?

Dr. Suresh David suggested College of Emergency Medicine in Australia has keen interest in India and suggested three types of memberships like Life member, Associate member, and Affiliate member

Dr. V. P.Chandrasekaran suggested reducing the registration fee for PG students of EM by 50 %
 
-
Dr. Suresh David replied that a standard fee should be kept for all as it is not compulsory for PG’s to be involved with SEMI, but when they graduate they can be a part of it

Dr. Mabel Vasnaik suggested that PG students can be incorporated as student members till they get their degree

Different fee for different countries will create confusion, so existing life membership fee is ideal for all national & international members

Dr. Atanu, Guwahati suggested registering in already existing chapters of SEMI till one has strong footing in his/ her place is an ideal one

Dr. Parminder, Punjab & Dr.Sanjukta, Kolkata suggested conducting short term programs across the country especially northern states to make people aware of SEMI

Representative from Kerala was asking for cards or certificates for which President SEMI answered that cards will be given as SEMI were short of funds

Dr. V.P.Chandrasekaran suggested to formulate a curriculum for Emergency Medicine so that it could be suggested to Medical Council of India

Dr. Suresh David updated about the  MCI gazette which shows MD  (Emergency  Medicine) till 1984 and same was removed in 2000 from the gazette

Dr. Mabel Vasnaik suggested short fellowship courses like FEM to be accredited with National Board of Examinations

It was also suggested to reconsider to start Diploma in Emergency Medicine

Dr. Gautam Bodiwala (President – IFEM), UK, suggested that IFEM has been helping various countries who do not have any programs for EM. He also said that MCI gazette in 2002 showed the existing course on MD Accident & Emergency Medicine

Dr. S.Sasikumar, President of SEMI said Dr. Suresh David is the Chief Editor of a new text book of Emergency Medicine. Dr.Suresh David replied that he is working on a textbook of EM which will be published soon

Election of new office bearers
The President asked the members to suggest ways to increase the SEMI funds. Prof Anantharaman suggested that a part of the fee from each delegate and faculty registrations should also be collected towards SEMI to help increase SEMI funds. This suggestion was lauded by many members. Furthermore the idea of putting a separate registration charge for the banquet dinner was also to be dwelled upon
The president suggested that 25% from the delegate fees and 10% from the sponsor fees that are collected must be given to SEMI by the state organizing the conference.The money must be given within 3 months from the date of the conference.A seed money of Rs 100,000 will be given by SEMI to the organizers of the next conference.This amount must be returned to SEMI within 30 days of completion of the conference.This will ensure that the amount is available to be given for the next conference.This was finally put to vote and agreed upon by all present
Dr. V.P.Chandrashekar brought light to the fact that the all of invited faculty had not registered for the conference and that it was to be made compulsory so that the organizers do not lose out
A decision on compulsory faculty registration within 1 month of acceptance of invitation was made following discussions
A suggestion to raise the life time membership fee of Rs.2000 INR to Rs.5000 INR was put forward
After much discussion the membership fee was decided to be raised to Rs.3000 INR and Associate membership fee of Rs.1500 INR valid for 2 years

The meeting ended at 12.50pm
